A new economic era with the characteristics of networkization, informatization digitization and knowledgeization approaches as human being enters the 21st century. Economics growth will have new connotation in which human capital will become the main resource and the fundamental drive. It has been proved that human capital has played an important role in the long-term and continual economic growth of developed countries. In recent years, the theory of human capital has achieved a lot in the face of the new economic developing environment. There are also more and more scholars who researched the human capital problem in China.The paper analyzes the current situation and existing problems of college human capital. At the same time, on the basis of combination with quantitative and qualitative research, theory with reality, the paper carries on deeper research and exploration to college human capital of Jilin Province investment cost-benefit, then proposes some feasible suggestions for solving the problem of insufficient invest of higher education so that it can provide some references for promoting and improving the college human capital investment cost-benefit.The paper is composed of 5 parts. The first chapter mainly introduces the researching background, the current situation of domestic and international research and the thinking and innovation of text. The second chapter clarifies and analyzes university human capital investment the cost-benefit theory, and introduces how to get the data of human capital investment cost through accounting item distinguishing, then calculates the cost. The third chapter introduces theory of human capital and calculates cost-benefit rate of both social investment, tries to give a probable proportion of college human capital, and analysis to the current cost-benefit and its existing problems. The fourth and fifth chapter will cite typical case as an example, further explore the practical meaning and basic strategies of human capital development in college.
