In recent yeas, Chinese government puts forward many policies topromote the development of northeast old industry base. The entiredevelopment of Jilin Province has become a focus and at the same time JilinProvince government sets up the goal to become itself to a"industrialprovince"and"science and educational province"and"ecological province".Inorder to realize the goal, Jilin Province government must attract high leveltalents and promote high level talents to flow in Jilin Province reasonably.The essay begins with theories of talent flow and analyzes the objectivityand inevitability of high level talent flow. The data on high level talent flow ofJilin Province is used to show the situation of high level talent flow of JilinProvince, so it is concluded that the situation of Jilin Province is lack of highlevel and urgent need talent, the structure conflict of talent extrudes, agestructure of talent is unreasonable, benefit in use is low, phenomena of talentoutflow is serious .Following this, the author discuss the flow trend of highlevel talent in Jilin Province.Recently popular theories of human resources management are used toanalyze reasons of high level talent flowing and open the relation between ofhigh level talent flowing and social environment. The advantages anddisadvantages of social environment of Jilin Province are systemic expatiatedand suggestions of improving social environment of high level talent flowingare given.
