Education of China in the 21st century is during the procedure of deeply reform and development. Various curriculum developing impacts and syncretizes each other. New methods in new times of curriculum developing are being explored in advanced education. General colleges and universities school-based curriculum in our country is developed and carried out under such condition. It is a new idea of curriculum developing.This research is based on what has been proposed in "The Decision of the Central Committee of the CPC and the State Council about Deepening Education Reform and Advancing the overall Quality-oriented Education" , that is adapting and reforming curriculum system, structure, content, establishing new basic education curriculum system and carrying out national curriculum, local curriculum and school curriculum, and on the spirit that developing and utilizing various curriculum sources properly according to various places and time is the important path of curriculum structuring which is given in "the Outline of the Methodology in Physical Truing of All China's Common Institutions of Higher Learning ". By referring to corresponding school-based curriculum theories and experiences all the world, developing P.E. school-based curriculum of general colleges and universities in Heilongjiang Province. From such documents it can be inferred that school-based curriculum developing is no longer limited only to basic education areas, will be extensively extended in various-level schools and will be protested by the national policy. It is a scope for general colleges and universities physical education to develop and practice actively and summarize so as to provide reference for the general colleges and universities P.E. school-based curriculum developing and structuring and to provide theory and practice basis for further improving national general colleges and universities P.E. curriculum reform. Therefore, corresponding school-based curriculum theory through the world is researched in this thesis and it is defined that general colleges and universities P.E, school-based curriculum developing is a series of dynamic and continuous actions about developing curriculum which are mainly conducted by teachers in colleges and universities in the full use of teaching sources of school and community and under the cooperation of other aspects for example school, student and community. It is given that the main value of general colleges and universities P.E. school-based curriculum developing lies in improving general colleges and universities quality- oriented education, enhancing physical teacher's quality in specialty, improving general colleges and universities P.E. curriculum reform, cultivating students' interest in physical education and meeting the need of various students' interest, and inheriting and spreading culture of physical education and accumulating characteristics of managing school. The process of P.E. school-based curriculum developing is the main line in this thesis. By lots of investigation and research on actuality of structure of constitution, analysis of school environment, establishment of project of curriculum developing, carrying out of curriculum, evaluation of curriculum developing, management of curriculum developing and developing of P.E. curriculum sources. The developing and carrying out actuality and problems in the development of general colleges and universities P.E. school-based curriculum in Heilongjiang Province are analyzed. The experience in development of P.E. school-based curriculum of other schools are summarized and the possibility and practicability of developing P.E. school-based curriculum in Heilongjiang Province are analyzed. It is proved by research that owning to history factors, rights for management of general colleges and universities curriculum are over-centralized and united for long time, differences among areas can not be considered to full extent, multitude of needs of students are ignored, teacher's rights for developing curriculum are limited, school physical teaching characteristics can not be built up and developed. Hence, activities of teachers and students are limited, education sources are in waste. Especially, development of general colleges and universities P.E. school-based curriculum in Heilongjiang Province is more late than other advanced areas and is lack in territorial research. Therefore, it is necessary to have a deep research on the advantages and disadvantages in the development of school-based curriculum so as to master clearly the development of school-based curriculum in Heilongjiang Province, utilize experiences and lessons, increase advantages and decrease disadvantages. The territorial suggestions are given as follows:1. Establishing curriculum target with school characteristic on the basis of education purpose of country2.Analyzing the basis of Developing the P.E. School-based Curriculum scientifically and dialectically3.Increasing the percentage of health care and healing and curriculum of local characteristics in the P.E. school-based curriculum.4.Enhancing the investigation and research in the early time of the establishment of teaching scheme5.Enhancing leader's work in organizing and carrying out school-based curriculum developing.6. Organizing developing of school-based curriculum seriously and increasing the activity of physical teachers.7. Increasing students' activity to extreme extent, making them play a main role in the development of school-based curriculum.8.Establishing corresponding course-managing criterion of the P.E. school-based curriculum.9.Making full use of natural resources, developing school-based curriculum of north characteristics. 10.nhancing the training of the P.E. teacher in the aspect of developing the P.E. school-based curriculum.11.Establishing corresponding course-managing criterion of the P.E. school-based curriculum.12.cientifically evaluating the students' abilities of adapting the society .13.Enlarging the evaluating content of developing the P.E. school-based curriculum.14.Extending the evaluating conception of Developing the P.E. School-based Curriculum expensive.
