The curriculum management of bilingual education of minority is the process of putting bilingual education into practice. The focus of the research is to observe what has happened in practice, and what factors are affecting the management of bilingual education programs. The research focus not only on what has been implemented in practice; but also on kind of adjustments have been made in the process. The dissertation concentrates on setting and implementation of curriculum, and the thoughts, approaches, patterns and principles of curriculum evaluation in terms of bilingual education of minority in Heilongjiang Province.The first part is the introduction, clarifying the background, purpose and significance of this research, as well as the definition of key concepts. The connotations of bilingual education, ethnic minority bilingual education, curriculum management and ethnic minority bilingual education curriculum management are described in this part.The second part investigates the current situation in this field, and finds and analyzes out the problems in curriculum setting, implementation and evaluation of bilingual education. This part mainly clarifies the necessity of minority bilingual education in Heilongjiang Province, reflectson the problems of the bilingual education curriculum management of minority in Heilongjiang Province. The key solutionto this problems is to develop the curriculum management of bilingual education according to the ethnical cultures, putting the roots of management in the soil of cultures.The third part gives suggestions and on improving bilingual education curriculum management in Heilongjiang Province. It is recommended that a scientific theoretical system and administrative measures must be formed in accordance with all ethrical systems in the curriculum management of bilingual education of minority in Heilongjiang Province.
