Reforms of employment and distribution system are two vital elements of human resource management and development in universities. Personnel reforms in universities have been carried out many a time in China and since 1999 universities have been continuously deepening the reform. At the same time, new exploration both in theory and in practice has been achieved. Scientific research innovation in universities not only constitutes one of the most important parts of National Systems of Innovation, but also the bounden responsibilities of universities. As a necessary part of the whole human resources, scientific researchers in universities have been promoted greatly in quantity and quality during the reform. The more and more heated competition in science and technology innovation has made leading scientific researchers the chief supporting force for teaching and scientific research, and how core human resources function can have a great effect on the core competence and sustainable development of universities.At present, knowledge about scientific-research-oriented staff is usually limited to the traditional, narrow sense of full-time researchers, and such ideas may prevent us from fully utilizing those scientific potentials in universities. From a broader perspective, this thesis defines the scientific-research-oriented core human resources as a group of people whose academic achievements are outstanding and well-accepted by fellow-researchers both in quantity and in quality, and who can spare enough time to devote themselves to scientific work. By sampling and analyzing the academic titles, range of ages and academic degrees of the main participants of NSFC and NSSFC programs, the chief authors of papers published in the core academic periodicals and academic works, the thesis looks into the main area of scientific-research-oriented core human resources on a theoretical and empirical basis: the intersection of higher academic titles, higher academic degrees and the age range between 30 to 50. Even though the conclusion of this study is happened to be similar to the common sense, still it provides a more reliable foundation for authorities to make constructive HRM&D policies. An analysis of the whole condition helps us to see the advances that have made in position set-up, employment, performance appraisal and compensation concerning HRM in universities, while it also reveals the problems such as the visible talent-loss and the invisible talent-loss, caused by adverse selection, moral hazard and free-ride. Those core scientific talents' hidden or public going-away from universities will surely decrease the work efficiency and will do harm to China's scientific innovation in the long run.To find an adequate solution to these problems, this thesis, in accordance with the principles of incentive mechanisms under the condition of asymmetric information as well as human capital theory, creatively offers path selections for constructing the incentive mode of scientific-research-oriented core human resources: combination of various types of positions and different levels of compensation; combination of rank-order tournaments of scientific production and elimination of mediocre employees through early-stage selection; combination of academic peer evaluation and late-stage career protection; combination of deferred compensation and flexible performance appraisal; combination of team complements with residual claimant. Only in this way, can symbioses or mutual benefits among individuals, teams and universities be realized. Consequently, a new phase of scientific innovation can be created and the all-round development of scientific talent can be attained as well.
