The nationality's prosperity lies in education, education's prosperity lies in the teachers. China is a large agricultural nation, and is a great education nation too. The population of the whole nation is more than 1,200,000,000 and 900,000,000 of them are in the countryside, The majority of more than 800,000 elementary and middle schools distribute in the countryside, and majority of more than 200,000,000 elementary and middle school students are overwhelming in the countryside. The rural education developing condition directly relates to the rural economy and the entire social developing situation. Since the reform and open policy, our country's city and countryside appearance has had a huge and deep change, this is inseparable with the education especially the rural education development. But generally speaking, the rural workers'scientific cultural quality of our country is quite low, many bad social phenomena occurr in the countryside have direct relations with the rural workers' low scientific cultural quality . At the same time, the low quality workers have restricted the rural economy and social development seriously. In order to develop the rural economical society comprehensivly, the countryside elementary education should be developed in priority. The development of rural education relies on a high quality teacher troop. Constructs a relatively stable teacher troop,with fine quality, ability and integrity, enough quantity and reasonable structure, is the basic important matter of rural education reform and development. The construction of rural teacher troop plays an inestimable role in the construction of politics, the rural economical and social development, culture development as well as training high quality workers and the development of productive forces in the entire countryside. However, as the unceasing development of the modernization of each enterprise, the latent problems of the construction of our country countryside teachers'troop have been more and more prominent, especially the relative backward area of economical development in countryside. The construction of elementary and middle schools' teacher troop in rural places exists problems which mainly display in the short of population, the overweight of teachers'bear, the low quality of teachers overall, the somewhat low economic status of teachers, substitute teachers stil exist to exist and the insufficience of science and democracy of teacher's control system. According to the extant problems, through ? visiting and investigation, consulting materials as well as modeling advanced experience of constrction of related elementary and middle schools teacher troop overseas, proposes concrete countermeasures of construction in our country backwardness area's elementary and middle schools teacher troop, respectively are: Increasing educational investment, attracting and detaining the talented person; Taking measures which promote the city and countryside teachers flow reasonably; Strengthening teacher's training and the continuing education work; Solving the problem caused from substitute teachers practically; Enhancing teachers' ethical construction; Establishing teaters' appraisal and control system that is scientific and democracy.
