This article analyses and generalizes the definition, the classification and the characteristics of social emergency in higher learning institutions on the foundation of basic theory on the handling mechanism to the social emergency in the higher learning institutions and the research of current situation. This article is divided into five chapters:Chapter 1, Briefly introduces the questions and value of the research in this article, the study trends at home and abroad and the value of this research.Chapter 2, Summarize the social emergency in the higher learning institutions. This includes the various definition given by scholars at home and abroad, the definition and characteristics of the social emergency in the higher learning institutions and generalization of the reasons.Chapter 3, Introduce the inner characteristics of the social emergency handling mechanism in the higher learning institutions from macroscopic angle, generalizes the procedure, the principle and the function of the social emergency handling mechanism in the higher learning institutions.Chapter 4, This is the key point of this article. In this chapter, it generalizes and reasons the feasibility of establishing and perfecting of the social emergency handling mechanism in the higher learning institutions. Meanwhile, it discusses the establishment and perfection of the social emergency handling mechanism in the higher learning institutions. By the analysis and discussion before, it comes to the conclusion of establishing and perfecting the handling mechanism from five aspects: the early warning mechanism.Chapter 5, After the social emergency occurs, the higher learning institutions can remodeling their images by the information communication and evaluation mechanism.
