A Study Of Emergency Prevention And Response Ability Of Higher Vocational Colleges

As the rapid development of social economy,various social contradictions and potential social crisis have emerged gradually,which has caused a great hidden danger to the social harmony and stability,and also posed a great challenge for the emergency management of colleges and universities.In recent years,the events that the higher vocational students in crisis are unable to solve the difficulties,and then to do ultra move,and even commit a crime have been reported in the newspaper consistently.Therefore,the above behaviors of higher vocational students show that the emergency prevention and response ability of higher vocational colleges is insufficient,so it is urgent to improve emergency prevention ability and response capacity in higher vocational colleges.Based on the 4R crisis management theory and supplemented by cognitive dissonance theory and the theory of holistic governance,the research will use the methods of questionnaire survey,in-depth interview and comparative analysis to give a compared analysis of the ability to prevent and respond to emergencies in 5 vocational colleges and 5 universities in Shaanxi province.Though the analysis we found that the response to emergencies,the knowledge and skills,the ability of emergency management in higher vocational colleges were more lower than universities,which states the status quo and problems of incident prevention and response capacity of higher vocational colleges.At the same time,the research analyzes the reasons for the shortage of the capacity from preparatory stage,reduction stage and response stage of the emergency and puts forward the corresponding feasible strategies.That is,to strengthen the risk assessment ability of the reduction stage from strengthening the sense of crisis in colleges and universities,carrying out multi-directional emergency education,making regular campus risk assessment,improving risk assessment mechanism,etc.To perfect crisis early warning ability of the preparatory stage from the aspects of improving the emergency management organization structure,establishing a diversified professional emergency team,perfecting the emergency plan,carrying out routine drill,perfecting the psychological evaluation system,setting up the mechanism of psychological crisis intervention,establishing linkage mechanism and providing emergency protection.To strengthen emergency handling ability of the response stage from playing main dynamic role of students and teachers,integrating emergency response resources,improving the information communication mechanism and the information distribution platform and so on.We will provide the effective reference for the emergency prevention and response ability of higher vocational colleges with corresponding strategy in the preparatory stage,reduction stage and response stage.
