High-skilled talents mean the persons who work on the front line of production and service and have consummate professional technical ability. They can function in the key link and overcome the difficulties in the process of production and operation. High-skilled talents mainly include the mechanics that have got professional qualification of technician, high technician and other relevant professional qualification. High-skilled talents are the excellent representative of industrialists of ever trade and the core of technicians' group. They are crucial in accelerating the optimization of industry, improving the competitive strength, promoting the innovation of technology and achieving the transformation of scientific and technical payoffs. Currently, the work foundation of high-skilled talents in our province is very weak; the training system needs perfecting; the mechanism of evaluation encouragement and security need optimizing; the number, constitution and quality cannot meet the need of social development. Especially in Shandong province, the short of high-skilled talents keeps it from becoming the manufacturing base of Shandong peninsula and strong province of modern manufacturing and becomes a "bottleneck" of economical development and upgrade industries.This research adopts literature search and other method and does a research on the present situation of high-skilled talents in Shandong province on the basis of preliminary investigation on the theory of high-skilled talents. The overall quality and constitution of technicians' group in Shandong province is far from the demand of economical and social development and we are very short of high-skilled talents. This research forecasts the number of demand of high-skilled talents in Shandong province in the year from 2007 to 2010. Through analyzing the present situation of evaluation and management of high-skilled talents in Shandong province, it summarizes the practical experience of evaluation and management of high-skilled talents in Shandong province and sorts out and draws lessons from the basic methods of building up foreign high-skilled talents. Thus, it gives the countermeasure and suggestions from the perspectives of perfecting the evaluation system and optimizing the management. We should gradually perfect the evaluation system which emphasizes the job performance, values the professional ethics and the professional knowledge level. The research starts from optimizing the professional qualification evaluation and socialized management system, reforming the evaluation methods of professional qualification in the enterprises and promoting the qualification certificates of training school and at the same time reinforces the management on the quality of professional qualification certificates. The research reinforces the establishment of the group of high-skilled talents from the management link of training, using, encouragement, communication and security, accelerates the reform in job training, builds up the post usage and reward mechanism, optimizes the reasonable exchange and social security mechanism of high-skilled talents, forms the progress mechanism of high-skilled talents and carries out the strategy of making Shandong province rich in talents. It also suggests establishing the new appraisement and evaluation system of high-technical talents in educational colleges and enterprises suited to local conditions in Shandong province.
