This Paper adopted the Burton·R·Clark's Triangle Coordinating Mode of higher education system. On the basis of this paradigm, the paper imported social public's function of higher education quality assurance system. The research framework was composed of government, university and public. This research has contrasted the countermeasures of higher education quality assurance between China and USA. Ultimately, reflection and proposal was put forward. This research asserted that the governor must take measure to establish appropriate regimes. The duty of evaluation can be decentralized to the evaluation intermediary of higher education. But the re-evaluation for the evaluation intermediary must also be strengthened in order to guarantee the reliability and authority of evaluation results. Teaching process is the central aim of university. The evaluation and assurance of teaching process may usually bring out a striking effect than which of teaching results. China can absorb the excellent evaluation index of the American teaching process. For instance, informal conversation between teachers and students, times and quality of teaching feedback, variety of learning methods, and so on. Because of the continuity of the planned economy system in education system, it is unable to introduce competition at one time. The government should furnish the public with equal public education information service within the limits of nation. The authorities should build up higher education evaluation regime which would accommodate various social public. It consists of the students' parents, community workers, entrepreneurs, experts and teachers who are concern with higher education. It is necessary to found higher education information system for them who can participate in, evaluate and make use of . The government has responsibility to enhance this capacity of citizen.There are 5 chapters in this paper. Chapter 1: introduction of some concepts, current research situation and research idea and method. Chapter 2: something about the features of America.
