The 21st century is an era of information , information technology revolution has been permeating into every field of society. To meet the social development and the challenge of information, our country has adopted the strategy of information education in middle and primary schools all over the country During this process teachers' information literacy becomes a key element in deciding whether or not this effort will meet its goal. In such a condition, the teacher will face the request of new knowledge, ability, and profession development, i.e., the teacher is not the unique outlet of the knowledge source throughout the learning process, but the instructor, helper, and the designer of learning environment and resource, which is also the new request that the current course reform put forward for the teacher. But Panzhihua City has been built for about forty years, its education began a little late, the basic condition of education is not at the same level. These factors cause that the teachers in Panzhihua City differ greatly in the education ideas, the information environment and the information technique studies and development opportunities. Therefore, improving teachers' information literacy can satisfy the new demand which the information society and the new curriculum reform have both generated, and it can also fit the need of education reform and situation development.According to the above-mentioned research background , this research mainly adopts the action method, questionnaire , and the combination of qualitative and quantitative method .Through investigating to the informational literacy of the teachers in elementary and middle schools in Panzhihua City. We have a basic understanding of relevant attitudes, cultivating methods and suggestions on operating of these teachers, grasp the actuality of the informational literacy of the teachers in Panzhihua City, explore the factors which restrict the improvement of the information literacy of these teachers, and suggests the development policies adapting to the actuality, to improve the level of information literacy of these teachers.Main contents of this paper are as following: The first chapter is the introduction. The second chapter is the basic theoretical research. The third chapter investigates the current situation of information literacy of the teachers in elementary and middle schools in Panzhihua City and analyses the key problems. The fourth chapter proposes the effective ways to improve the information literacy of the teachers in elementary and middle schools. The last chapter points out its inadequacy and the direction for further research.This research has made some practical attempts in some respects , but the study is mainly based on the examples in a region. Teacher's information literacy and research on cultivating strategies have become great concerns nowdays. But there are only some superficial studies about teacher's information literacy in this article. There must be some mistakes and careless omission for the study conclusion. They need to be corrected and verified in the future.
