Since the 1980s, the Higher Vocational and Technical Education (hereinafter referred to Higher Vocational Education) in China's development has more than 20 years history. As a new type of education, as well as the extent of Opening up and Reform, Higher Vocational Education has been occupied "half of the country." in China's Higher Education. Higher Vocational Education has trained a large number of highly skilled talents, which have played an increasingly important role in China's production, construction, services and management of various sectors. With the expansion of Higher Vocational Education, China's Vocational College Admissions sharply increase both in the number and type of higher vocational institutions. The number of institutions, majors, students in schools, graduates are all increasing in China's Production and Construction .The importance of Higher Educational students in various fields has gradually shown out. With the advent of economic transition, China urgently needs to train a large number of high-quality professional and technical talents. Under such circumstances, business-to-college demands more and more students, not only requires students to master necessary vocational theoretical knowledge, but also master the availability of skilled professionals operating skills. Therefore, how to improve the students operational capacity and comprehensive literacy has become one of the issues that need to be resolved.This paper regards the mode of practical teaching as part of research priority. And dividing practical teaching of Higher Vocational Education into two methods, one practical classroom teaching inside the schools and the other is in the enterprises. Through literature survey, on-the-spot visiting, experts interviewing and other methods of the current practical teaching in Higher Vocational Education ,as well as carefully studying the evaluation system, finally the writer developed a practical classroom teaching evaluation system, which is divided into internal evaluation of higher vocational colleges and enterprises evaluation of two subsystems. The aims are evaluating both the quality of teachers' teaching in Vocational colleges and the quality of students' training in the enterprises. And by testing the evaluation system in some Higher Vocational colleges in Shaanxi Province, as well as in some enterprises ,the writer has made further improvement on the two systems.This paper is divided into six parts: Part 1, briefly expounds on this thesis research, project background, the related concepts and the setting up of Higher Vocational Education practical classroom evaluation system; part 2,the main steps in research, questionnaire design and research methods; part 3, introduces the questionnaire distribution and recycling; part 4, description of building evaluation index system used by the principle of the system of indicators established methods, and ultimately establishes evaluation system indicators; part 5, evaluation system in the various indicators to determine the weight, the specific implementation methods; part 6, sums up by a practice classroom teaching quality evaluation index system of feedback, and discusses prospects.
