At the beginning of the twentieth century, the higher education in our country carried through a series of reforms, in such many reforms, the core is the teaching skill, which requires to transform educational ideology, to renovate the educational conception and advance the teaching ability. It is impendent for the college to improve the teaching skills because of the reform and development of the higher education. Teachers' classroom teaching skill is an important means of affecting teaching quality and facilitating the students' advancement. As the young teachers is the main force and growing force for the colleges and universities, it is necessary for a qualified teacher to be proficient in class teaching skills. The young teachers who are mostly non-teacher-training graduate generously has high educational background. Since some of them didn't contact educational theory before teaching. They are lack in teaching methods and skills. Although some of them are undergraduates and have the teacher-training background, they can't adapt the requirement of the higher education owing to their past knowledge limitation. There is a great demand to put forward pressing suggestions and proposals for the college young teachers before totally informing the status in quo of the young faculty's teaching skills,This research mainly adopts bibliography and questionnaire methods. The questionnaire is consisted of closed and open test questions. The questionnaire sampling introduces cluster sampling method, which means the responding suggestions and proposals are based on inquiring 220 teachers and 400 students in four colleges and universities in NT city.This research paper is composed of three chapters. The first chapter is the introduction, which includes the topic- selecting background, the conception definition, the summary and the objective and meaning of the research and research method and design. The second chapter is the survey and analysis of teaching attitude, class teaching skill and class teaching item. The third chapter puts forward some proposals and suggestions. Firstly, it is a great demand for the government to perfect the policy system, increase the finance revenue and ensure the macroscopic condition and impetus of the development of the teaching skill. Secondly, it is a great demand for the teacher-training institution to play a basic role in strengthening the course and teaching reforms. Thirdly, it is a great demand for the college and universities to become platforms of optimizing the teaching skill level. And lastly it is a great demand for the young teachers itself to enlighten self-knowledge and achieve the independent development of teaching skills.
