Teaching ability of teachers teaching the necessary capacity, but also to promote the improvement of teaching quality based on the quality of its teaching behavior and teaching have a direct impact. So building a high quality, high-level, teaching ability of teachers is critical to the development of higher education. College Expansion of the late 1990 s, so that people on higher education send in high expectations. To meet these expectations, we must fully develop the human resource role of teachers in colleges and universities development. Under the background of this university teachers to improve the teaching ability of teachers must be career planning, allowing teachers to professional development for the purpose of career designing and career planning. Teacher career planning and design, not only is education reform and capacity building of teachers teaching the objective requirements, intrinsic motivation is the growth of teachers.As young teachers are taking an important part of the teaching staff, it is urgent to make a career planning in this critical period. This paper consists of four parts. The introduction part is the background and literature review of this paper. The author puts forward the shortcomings of existing researches and the innovation of this study, and then makes a clear definition of young teachers,teachers ’ teaching abilities and career planning. This paper is based on Maslow’s hierarchy of needs, the theory of promotion of teachers’ teaching abilities and the theory of career planning. The second part is about the relationship between career planning and teaching abilities. The author conducts a questionnaire survey on the facts of difficult position and teaching abilities of young teachers from the aspects of young teachers’ job satisfaction, the situation of career planning, and their training needs. In part three, the author analyses the factors restricting the young teachers’ career planning and professional development from the aspects of individual, school and society. In part four, according to the restricting factors, the author puts forward strategies on professional development of young college teachers, which is based oncareer planning.
