For more than about twenty years, the higher education run by the local people developed very vigorously, both the quantity and the quality has taken considerable progress. However, with the fast development of the economics in our society, the change of population and the structure, the competition of the higher education run by the local people is becoming more and more intensely. All of the people are trying to adapt to the new circumstances through constituting reasonable development strategy and carrying on effective management. The human resources management is the core of the university management run by the local people, and the performance management is the central part of the human resources. As a result, the performance management is the key job to actualize the development strategy, promote the performance level and to enhance the strength of the competition. More and more people investigating in the performance management both on the theoretics and the practice.Through the investigation in some of the universities run by the local people in our country, and with the premiss of the actual situation of the higher education, this paper analyses how to carry on the human resource management strategy and enhance the performance management in constituting the development strategy. As a key function of human resource management, the performance management is a strategy method to enhance the performance of the organization and achieve success. A perfect performance management system of the university run by the local people including three arrangements as follows, the performance management of the organization, the performance management of the department and the performance management of the staff. The performance management of the department is the essential arrangement which links the two others, and it has been the advantage of the university competition, a strategy step of the core competition. With the weak situation of the university run by the local people and the validity of the performance management, but little investigation in it and absence of systemic result at the present, this paper discuss the performance management in the university, the departments and the staff, and establish a performance management system of university run by the local people. The paper expect through the investigation in the performance management system of the university, achieve the goal to improve the performance management, enhance the strategy power, improve the whole performance of the university and enhance the competitive power. The paper proposes a point performance management with humanity, investigate in the balance of the system management and the humanistic management, emphasized in the continually communication and the effective prompting, and make good progress through the performance management. The summary of this paper is as follows: Firstly, the paper discusses the performance management with humanity, and proposes the base of the performance management with humanity theory. The main points include the development of human resource management, the performance management, and the situation of performance management about the university run by the local people. Secondly, the paper discusses the main problems of the performance management of the university run by the local people, and analyses the value of the performance. Thirdly, the paper proposes the implement method of performance management with humanity.
