| The Seventeenth CPC Congress has put forward that we should stick to the policy of taking the education as priority of developing strategic position and make unremitting efforts to well-manage the education to satisfy all the people.In recent years, "three increases" in the financial input on education by the league and county governments in Inner Mongolia have been realized. But financial support for education from county and city government is not enough, especially in pastoral areas. Among rational distribution of educational sources, which are expected to emphatically direct to rural and pastoral area, to the poor students and to vocational education, substantially financial support is the most important part, thus the children of ordinary people can have the chance to go to school. In order to ensure the implementation of the policy of giving priority to developing education, public finance under the government should not shirk its responsibility for the support of education in pastoral areas.Taking the current status and existing problems in financial support for education as the point of departure, this article focus on analysis about financial-support deficiency, unreasonable structure of financial expenditures and less features of minority education in Inner Mongolia. By summarizing experiences of developed countries in public educational financial input, and employing theories of education, public finance and social sciences, the article indicates the cause of impeding educational development in pastoral areas and proposes some good suggestions for the future development of education in pastoral areas of Inner Mongolia. |
