Foundation education in national regions relates to the realization of the ethnic minority areas minority rights of the individual and national culture inheritance, also related to the regional economic and social development, more related to the construction of socialist harmonious society in our country and the great cause of revival of the Chinese nation. The development of basic education in Tibet cannot leave the party central committee and the state council special care to Tibet. According to current situation of the development of education in Tibet and particularity, the state has formulated the education assistance to Tibet "three packets" policy, the national teachers’ policy, farmers and herdsmen education policy, bilingual teaching, ideological education policies to promote the development of basic education in Tibet. Tibetan basic education after 60 years of development has made remarkable achievements, the results obtained cannot leave the education policy of the good. After a education policy formulated, only carried through and implement thoroughly, can realize the purpose of the policy itself, can obtain good effect.In recent years, with the development of minority education, education policy research has become more and more attention, especially in basic education of China’s ethnic minorities, more is more and more attention from the researchers. "three packets" education policy is the central committee of the communist party of China government for Tibetan areas specially formulated a education policy. The so-called "three packets" is "the bag eats, encase, package study fees", "three packets" education policy is designed for children of compulsory education phase of the farmers and herdsmen in Tibet and formulate and implement the system. When will the Tibetan education "three packets" policy analysis and thinking. "three packets" education policy is the most basic foundation for the development of the education in Tibet. Only let students "on the up, there can be" guaranteed, to talk about the other problems such as entrance and quality. We can say that it is the most important education in basic education development in Tibet policy, a policy is also very worthy of study.In this paper, from the point of view of the implementation of the policy analysis and research the pastoral areas of Tibet "three packets" education policy. The first chapter focuses on the theory of "three guarantees" education policy implementation, including Marx’s view of education fairness, the education fair view of the communist party of China. The second chapter, from the natural environment, politics, economy, culture, deeply analyzes the "three packets" inevitability on the implementation of education policies in the pastoral areas of Tibet. The third chapter is the main content of the pastoral areas of Tibet "three packets" education policy, the implementation of the development process of the results and its significance to do the detailed summary, we also put forward the policy of some of the deficiencies in the implementation process, such as the education policy propaganda is not big enough, stealth out-of-school phenomenon is serious, education policy regulation does not reach the designated position, etc. The fourth chapter is mainly aiming at the problems in the third chapter elaborated and some rough idea of its recommendations. Finally made a conclusion: the village and herding area of Tibet "three packets" the implementation of the education policy has its profound social and historical reasons, it is an effective and scientific education policy, in the development of basic education in Tibet has played a huge role, but because of various subjective and objective reasons, it did not play its biggest value, therefore, we should continue to implement and continue to be perfect according to the requirements of social development.With the changing of social development, "three packets" education policy in Tibet on the implementation of more than three0 years, between the village and herding area of Tibet education development has made great achievements. This shows fully convincingly that "three packets" scientific nature and feasibility of the education policy, and in the national "two basics" crucial plan plays an important role, in promoting Tibetan basic education development has very important significance. But due to the special natural environment and social environment of Tibet, "three packets" education policy also met with some bottlenecks in the execution. To better implement the "three guarantees" education policy, must according to the actual situation of different counties and townships Tibetan farmers and herdsmen, and continuously explore, to find a solution.
