In the field of community development, inhabitants' comprehensive and direct participation and governance is critical to adequately integrate and make full use of social resources so as to boost community in a healthy and ordered way.Relatively lacking theories and experience, influenced by the long-existing planned economy, inhabitants' participation in China's urban community construction appears low participation rate, low participation level, obstructive participation channel and so on. All these problems have become the bottleneck in China's community development.The primary cause of these problems is the government's long-term dominant role in community governance. Administrative means have long been the main way for governance. Though the residents' committee is a self-governance organization at grass-root in accordance with Chinese law, governments directly lead and control the election process, money and given tasks of the residents' committee so that the residents' committee appears administrative inclination and its autonomy is limited. In addition, the under-developed participation system, weak democratic atmosphere and deficient community resources are also the major elements in inhabitants' weak participation passion.Through analyzing the governance model of community from both home and abroad, making a survey of the Dongyi, Donger and Hesan community in Puxing sub-district of Pudong New Area, this thesis researches the tri-relations of governments, community and inhabitants in the process of community development. The inhabitants' participation themes such as participation actors and participation channel are also studied. On the basis of theoretical and practical research, this thesis produces the suggestion to constitute the multi-participative, negotiatory and co-managerial community governance system which appeals to clarify the relations between the government and community, to develop all kinds of community organizations, to establish the community working system which separates decision and execution and to constitute a complete community self-governance organizational system. Governments should in the macro level transform its functions and provide systems and law. In the micro level, governments should make achievements in direction and guidance. Community should regulate the participation procedure for inhabitants and foster the autonomy consciousness of inhabitants so that inhabitants' passion in governance will be improved and an open and transparent atmosphere for community governance will be produced. Thereby, inhabitants' initiative to participate in community affairs will be boosted.
