Zhanjiang is the port of industrial city in Guangdong. The secondary occupation education combines closer with the development of local economy construction. This paper makes a deep analysis on the unreasonable phenomenon which appears currently to the secondary education teachers'resources and financial power resources allocation in Zhanjiang, and make use of allocation theories of education resources and some related basic theories educational investment and public product, put forward reasonable strategies for allocation secondary education resources. Depending on the currency and trend of Zhanjiang's social economic development, the study strongly develops strategic position and function of secondary occupation education in Zhanjiang economic social development and human resource. According to the present condition and trend of Zhanjiang social economic development, the paper pays attention to research the development of Zhanjiang's human resource, follows objective regulation of the education resources allocation, and tries hard to find out the problem in current Zhanjiang's secondary education development, proposing feasible reforming measures against the real problems. Because the development of Zhanjiang future society economy by all means would put forward lately requesting to Zhanjiang City's human resource need, studying the development to the city's human resource and raising the quality of the capital in a labor resources, could change heavy population into human resource advantage to make Zhanjiang into a human-resource strong city from the large population city.This research includes four parts. The first part is to show the status and the problems existed in secondary education resources configuration in Zhanjiang. The second is to say the necessity and the possibility of secondary education resources configuration in this city. The third one is to analysis the constraints for secondary education resources configuration in it. And then the last part is to make a research in the measures and suggestions. These four parts follow the logical order: showing problem, analyzing problem and solving problem. This research commences from the allocation of Zhanjiang City's secondary education resources and carries on on-site inspection to the allocation condition of Zhanjiang City's secondary education resources, having junior high school in Zhanjiang and villages around it for the individual case to investigate. In the research the principle should be established for education to make the reasonable resources allocation; the utilization of educate the resources should be improved; education fair insured; the balanced development of Zhanjiang secondary education promoted; the share problem of Zhanjiang City's secondary education resources investigated to carry out the reasonable allocation of city's secondary education resources and efficient use, and to improve the harmonious development of the secondary education. Following principle of education resources allocation, the paper puts forward measures for reasonable allocation of the Zhanjiang City's secondary education financial resources. By elaborating the demanding for Zhanjiang's economic social development studying Zhanjiang City's secondary education particularly is the main problem that exists in occupation education system and the main reason that causes the problem, and the commonly movement mechanism of city's secondary education shared resources.The research of this topic is divided into an investigated stage and analytical comprehensive stage. The paper adopts these ways of the theories analysis and substantial evidence analysis combining together and qualitative analysis and quantitative analysis together to carry on a research. The researching methods mainly include cultural heritage method, investigating method and comparative method and case-studying method. General speaking, educational researches include human research, financial research, material research, information research and technical research. But this paper only makes a study in financial research and human research these two parts. And it thinks these two key roles. The research of financial research is that according to the secondary education's budget per student, male use budget per student and the budget per student in use budget index sign, this paper analyses the deviation of secondary education financial power resources allocation in detail analytical in Zhanjiang. But the research of teacher resources allocation mainly depends on the age structure, educational background structure, title structure, category structure etc. with various factors, from many the angle, it is thought that economy development levels exist margin and public policy of "city center" mindset, and that the blemish of secondary education investment management, national resources allocation all of ways of that, is the reason of the unreasonable allocation existence of the secondary education resources absurdity. The results of this research are these:(1)Through investigating the macroscopic environment of the allocation for Zhanjiang secondary education resources, it provides some policies, sets up the reference for a decision and draws up the reference for the government department to make education resources allocation.(2)With the comparative research of the relevant school's resources allocation, it is talking about the secondary educational contribution to the social economic development, and deeply develops what function secondary education makes in human resource.(3)According to the result of theories research and actual investigated data, the paper puts forward the counter plan which has maneuverability in the policy level and the management level, and that has big value for reference to the system reform of education investment.(4)The paper shows that reasonable allocation in secondary education resources should follow the objective regulation of educational resources' allocation, and should persist reasonable principle of secondary education financial resources allocation. It makes sure all governments share the secondary education budget, build up the commonly shared movement mechanism of the secondary education resources, and improve secondary education resources law and regulation system of the allocation. This research result makes an important realistic meaning and profound history meaning setting up the secondary education system in Zhanjiang, pushing up human resource development, promoting the city core competencies in Zhanjiang city and having the economy of Zhanjiang growing fast.
