Educational resources are the foundation and guarantee of education development,while physical education resources are the foundation of physical education development.At present,the present situation of physical education resources allocation in rural primary and secondary schools(junior middle schools and primary schools within the administrative jurisdiction of towns and villages)in puyang city is still not optimistic,and there are many problems.In order to promote the reasonable allocation of rural primary and secondary school physical education resources of puyang city,this article takes rural 12 junior high school of puyang city,18 primary schools as investigation object,adopted the literature material law,questionnaire survey method,field survey method,interview method,Delphi method,such as research methods,the education of rural primary and secondary schools sports resource allocation status of puyang city has carried on the investigation and analysis,find out the problems existing in its configuration and its influencing factors,and puts forward relevant countermeasures.The results are as follows:Existing problems:1.The resources of PE teachers in rural primary and secondary schools in puyang city are insufficient,mainly part-time PE teachers;Physical education teachers are of poor quality,with low educational background and professional title.The PE teacher's salary is low,the welfare implementation is not inadequate.2.In rural primary and secondary schools in puyang city,there is a shortage of space and equipment resources.Low utilization rate of existing sites and equipment resources and security risks;Lack of standard venues,mainly simple venues.3.Physical education curriculum resources of rural primary and secondary schools in puyang city are single,and weekly class hour arrangement is not up to standard.Extracurricular sports activities in a single way,Students exercise less than an hour a day4.Sports funds for rural primary and secondary schools in puyang city are insufficient and the sources of funds are single.5.Sports information resources in rural primary and secondary schools in puyang city are insufficient,and the utilization rate of existing information equipment is low.This paper adopts the Delphi method and classifies its influencingfactors as:1.Social factors: the long-term dual structure leads to the relative backwardness of rural economy,environment and other aspects,which affects the rational allocation of physical education teacher resources,sports funds,sites and equipment resources in rural schools.2.Economic factors: the backward economy in rural areas affects the rational allocation of PE teachers,PE funds,venue equipment resources and PE information resources.3.Subjective factors: the concepts of leaders and teachers of rural schools and the career outlook of job-seekers affect the rational allocation of PE teacher resources,PE curriculum contents resources and PE funds.4.Government factors: insufficient management,inadequate super vision,and adequate staffing of teachers,This has seriously affected the rational allocation of physical education resources in rural prim ary and secondary schools.In order to promote the rational allocation of physical education resources in rural primary and secondary schools,firstly,we should raise the salary of rural physical education teachers and improve the quality of rural physical education teachers by establishing regional teacher exchange mechanism.Secondly,speed up economic development,broaden the source of funds channels,increase the investment of sports funds.Thirdly,change the backward educational concept in rural areas and improve the importance of physical education.Finally,the government should strengthen the management and supervision of the allocation of physical education resources in rural schools,and formulate relevant policies and guarantee mechanisms.
