The modern teaching theories believe that the education should give full play to the development of individuality and the individualized teaching can best take into consideration students' different characteristics. Thus, only by implementing individualized teaching and flexible organization according to each student's different abilities or acceptance, can we possibly achieve the highest goal of education.In recent years, from the angle of the teaching organizational form reform, the educators of our country have combined theoretical study with experimental research, carried out an active exploration on grouping teaching, and thus offered the theoretical foundation and practical guidance for teaching. They have had some preliminary achievements.However, because students' abilities to absorb and internalize knowledge differ from one another, their attitude towards physical exercise is naturally in a dynamic course. This will inevitably lead to the result that even the students at the same level, after taking the course for certain time, will show differences in physical ability and thus the original level will not be suitable to them. This requires grouping teaching to be dynamic, that is, the students can adjust themselves to different level. Materials reveal that there is not sufficient research on competition mechanism in grouping or hierarchical teaching. Some scholars proposed "ladder teaching"; however, there is no research on "hierarchical fluctuating teaching". Therefore, the author proposes "dynamic grouping"—"hierarchical fluctuating teaching".The adoption of "hierarchical fluctuating teaching" will encourage individualized teaching and is advantageous to the enhancement of student basketball level and the motivation of study interest. Besides, it will contribute to the all-round development of students, help cultivate their consciousness of competition and better adjust to the society, which is in accordance with the trend of the times, meets the requirements for the universities basketball teaching and quality education.This paper mainly adopts five research approaches: documents and literatures, experts' interviews, questionnaires, statistical analysis, and teaching experiments.Experimental technique operation: The author carries out a stochastic selection of six classes for a semester basketball experiment from ten classes of public basketball in Wenzhou University enrolled in the year 2005 or 2006. Contrast class 2 takes traditional teaching method while contrast class 1 and experimental class take hierarchical teaching, with contrast class 1 and experimental class belong to "higher level" and "preliminary level" respectively. Meanwhile, hierarchical fluctuating teaching is practiced in experimental class, that is, the students' level can fluctuate according to their technology performance. The author designs the experiment and undertakes the teaching task of contrast groups as well as experimental group.The empirical datum demonstrated that, it is easily found that the experimental group is noticeably better than contrast group in terms of sores. The improvement is prominent. Except the female experimental group's skill of basketball shooting, class one (experimental group), after taking the hierarchical teaching courses, shows much greater progress than class two (contrast group). The experiment of hierarchical teaching achieves satisfactory and encouraging results.The findings indicated that, the hierarchical fluctuating teaching design completely conforms to the education for all-around development requirement, has the superiority compared to the traditional teaching; hierarchical fluctuating teaching is advantageous comprehensively grasps the basketball technology to the student, enhances the teaching effect; hierarchical fluctuating teaching is advantageous to stimulates student's study motive, raises the study interest and the enthusiasm; hierarchical fluctuating teaching is advantageous to promotes the student all-round development, enhancement human relations ability and society adaptiveness; hierarchical fluctuating teaching is advantageous to the establishment of good teachers and students relations. The universities basketball teaching may implement this teaching organization form, and can obtain the ideal teaching effect. Based on the experimental conclusion, this paper, relating to the reform of physical education in our country, puts forward several proposals for the basketball educational reform: The universities public sports basketball class may implement the hierarchical fluctuating teaching; The teaching organization form reform is the universities sports educational reform important way; In various sports colleges and universities, the special teaching scientific research groups should be established; The qualities of basketball teaching staff should be enhanced...
