The next five to ten years are crucial for Shanghai's economic and social development, and they also critical for the subject construction of university of Shanghai. During this period, there are many sectors which are newly built is in dire need of personnel, but employment situation is still grim for the graduate of shanghai. What's at the bottom of this phenomenon? Before answering the question, we should deal with several other questions, such as, how long time will the shortage lasts? Does the shortage will put it at cross purposes with the periodicity of the subject construction? What is the bound of shortage personnel? And is it necessary and possibility for Shanghai's university to get the shortage of Cultivating Personnel into the subject construction?The basic thought of this paper is as follows: on the basis of finding a flat to combine "Shortage of Cultivating Personnel" and "Subject Construction", analysis the employment situation, the Shortage of Cultivating Personnel, and the Subject Construction of shanghai, use a method called "fitting" to find out the relationship of them.Specifically, the opening chapter is classification and analysis the change about the ratio and employment elasticity of people who are in the different department. Besides, I also analysis the catalog of《talent development of shanghai》, integrate with the whole target of shanghai and the talent forecast, at last come to the conclusion : Shanghai's university is not only necessary ,but also possibly to get the shortage of Cultivating Personnel into the subject construction.The second chapter is introduce the basic situation of subject construction of Shanghai's university, especially analysis the newly built subject and the construction of key subject. After the analysis, I find that there are several problem in Shanghai's subject construction. Firstly, Shanghai's newly built subjects can't reflect the need of the Shortage of Cultivating Personnel; secondly, there are still not enough subjects which are important for cultivating the talent who are shortage. And the policy of Shanghai's Education Commission (SEC) has not yet been carried out.The third chapter mainly uses the method "fitting" to put the link relative ratio of graduate and employment elasticity of sectors together, and see the trend of the two things. After fitting, I come to the conclusion that the students who are graduate from the subject of Engineering, Science, Administration, Economic and Literature is in great need, so we have to expansion in these several subject. But the students who are graduate from the subject of Education, Philosophy, Law and History are not have to expansion, what the SEC have to do is maintain the status quo. And the students who are mayor in the subject of agriculture, is much too more as far as the sector is concerned, so the SEC have to reduce the scale of recruit.In the end, I attempt to explore reasonable reforming direction, and present some half-baked propositions. Those propositions include: readjusting the offered specialties; give greater flexibility to the universities, make sure that they have some Self-government on subject construction; and make predictions from signs or omens of talent who are in great needed.
