For the full implementation of the revitalizing the country through science and education strategy, promoting regional economic and social development, and balancing the overall development of China's higher education, the Ministry of Education started the "Province-Ministry Co-construction Universities" projects in the Midwest region since 2004. Co-construction Universities play important roles in the state's and regional higher education system, and they have unique influence on the regional economy development. For Midwestern underdevelopment provinces, the development of higher education, particularly developing the high level universities, cultivating creative talents and scientific and technological achievements, creating a harmonious society and promoting coordinate regional development, all of these are urgent.University-Industry-Institute Alliance as advanced stages of Industry-University cooperative organization, its positive influnce has been recognized by all communities. When Co-construction University actively explores the way to serve the regional economic development effectively, the Alliance of University-Industry-Institute would undoubtedly be a successful approach. The thesis collects statistical data all sided, analyzes the Midwestern provinces Co-construction universities research work deeply, and points out their shortcoming. At the same time this thesis researches the development process of the Utah University in landlocked hinterland western United States. As they have the similarity with Midwestern provinces of China in the fields of location and economy development background. The thesis explores the University of Utah internal research management structure, the transformation mechanisms of scientific technological achievements into production, and the policies the government adopted, in order to identify available reference for the Co-construction University. Then, this thesis discusses the pattern suitable for Co-construction University to develop University-Industry-Institute Alliance, and builds the selection criteria for Co-construction University to select a coalition partners. Finally, the thesis discusses the policies for the Alliance in Co-construction University, focusing on the use of the government's macro control, and the construction of multi-investment system, the talents development, and the service system.
