Twenty-first Century is a time full of challenge, openness and cooperation, cooperation and competition has become the main theme of this era. With our country's economic development stepping into the new normalcy, the higher education has entered into a new normalcy stage characterized by slowing the scale growth down and enhancing the quality. Facing the trend of the higher education development in the world, the alliance of colleges and universities is becoming a much more important choice for the higher education development in the Post-merger era.Cross Regional University Alliance is a new type of cooperative rising in our Country's higher education popularization stage, which fits with the background of educational internationalization, has become a driving new power of the education system reform and development, creatively solving the problems of insufficient education resources in a certain extent. Cross Regional University Alliance can improve the quality of education, optimize the boundary of educational resources, shape the good image of Chinese universities in the field of international higher education, and enhance the international competitiveness of China's colleges and universities. However, as a new thing, all aspects of China's colleges and universities alliance are not mature, there are problems like fuzzy concept of alliance value, imperfect operating mechanism, the excessive government intervention and other issues, hindering the further development of China's colleges and universities alliance.To this end, this paper based on the theory of strategic alliance and the analysis of University Alliance's pattern and problems, has combined case related issues' perspective of the Midwestern Cross Regional Colleges and universities alliance to create local colleges and universities development new pattern, referring to the successful cases of domestic and foreign cross regional colleges and universities alliance, focusing on how to achieve comprehensive and in-depth cooperation among colleges and universities, to achieve the integration and sharing of superior resources, to narrow the gap between regions, has put forward development path and related initiatives of building cross regional colleges and universities alliance, aimed at promoting the construction of more "Double- class" Universities in our Country.
