The Construction And Development Model Of University Institute For Zhejiang Universities Based On Innovating Strengthens Provinve Strategy

At the significant period of investment-driven changing into innovation-driven, Zhejiang proposed"Innovating Strengthens Province"strategy which takes technological innovation as its main content. Technological innovation depends on institutional innovation and mechanism innovation, and the reform of academic organizations which helps to promote multi-disciplinary integration and speed up technological innovation and transformation, is an important part of institutional innovation. As the basis and main force of technological innovation, the Zhejiang universities should take the following items as their consciously mission and responsibility: carrying out integration and transformation of disciplines, designing new organizations, participating in actively or being the leader of organizing the large research platforms for the important regional strategy and major issues. University institute is an academic response of the universities to meet the new demands of technological innovation. University institute gathers the advantages of multi-disciplinary, combines production,teaching and research in one and also sets technological innovation, organizational innovation and institutional innovation in one, so when it faces the challenges of technology, economy, politics, culture and ecological environment, building university institutes at the conditional Zhejiang universities is an effective way to manage and develop intellectual resources to the production, also is an effective way to transfer and develop the wealth of applied knowledge.This paper first reviews the literatures about the evolution of university academic organizations and reveals the disciplines logic of the evolution of them, then proposes that the university institute is an organizational innovation for university to respond to the rise of interdisciplinary research. At the second step, it analyses the necessity of Zhejiang universities to develop university institute on the basis of collating the development of interdisciplinary research institutions. Subsequently, it summers the most important factors of developing university institute, such as basic conditions, organizational framework and operational mechanism by studying and analyzing the two success cases of Research Institute of Tsinghua University In Shenzhen and CAWD of Zhejiang University. Then, based on the feasibility analysis, it presents the idea of establish university institute in part of the conditional Zhejiang universities, and defines its objectives, functions and mode selection. Finally, it designs its organizational framework and operational mechanism in detail , and then proposes external support measures from government, universities angle.
