With the overwhelming development of science and technology in the modern world, the international competition is increasingly fierce. The essence of economic and comprehensive national power competition all over the world is the competition of talents. Therefore, every country has put the development of education in its strategic position. Great importance should be attached to teacher and the cultivation of teacher. Since the 1980s, British government has continuously reformed teacher education and advocated the partnership between Higher Education Institute and schools. Partnership mode has experienced the stage of development and maturity, which can provide some reference for the current teacher education in China.Since the 1980s when British government advocated partnership between Higher Education Institute and schools in initial teacher education, the partnership mode has been developing to its maturity stage. The process can be roughly divided into two stages: The Advocacy and Development stage of ITE partnership in the 1980s and 1990s and The Reform and Maturity stage in ITE partnership since the 21st century.Presently, partnership in British initial teacher education has taken on new features, mainly including: the government implies school-based training plan, emphasizing on the leading position of schools in partnership; quality assurance by multiple evaluation, teacher training and collaboration and supports trainee teacher professional development by portfolio. With the development of partnership, the trainee teachers, school teachers hold positive attitudes towards partnership in Initial Teacher Education, the scale of which is increasing and the quality of teacher education is rising. However, the partnership mode in Initial Teacher Education has obvious deficiencies, such as the lack of aqdeuate guidance from the mentors, the repetition of the university curriculum, financial crisis and ignoring the contribution of university. In view of the experience of the partnership mode in Initial Teacher Education in the U. K., Chinese government should change the mode of teacher education, enhancing the collaboration between universities and schools, university tutors and school teachers so as to lead jointly the professional development of trainee teachers.
