Non-governmental organizations are occupying an increasingly important position and playing an increasingly important function and role in all aspects of social life. It is no exception in the field of primary education. Based on the analysis of the status quo of domestic and international non-governmental organizations and current primary education, it proposes that there is coupling between non-governmental organizations and primary educational reform, primary educational quality improvement. Government's functional loss highlights the status of non-governmental organizations. And with non-governmental organizations' own advantages, they play an important role in the field of primary education. The article deeply analyses non-governmental organizations' advantages and disadvantages. And face to the main content of quality primary education, it suggests that non-governmental organizations' effectiveness in quality primary education is in the following four main areas: bridge and link, the protection of the legitimate rights and interests are not infringed upon, as well as the role of self-discipline and supervision and the role of intermediary services. At the same time the article points out that the founder of the quality primary education can't be completed by government's unilateral efforts. It's necessary for joint participation of government, non-governmental organizations and civic. On this basis, the study proposes four ideas and suggestions to strengthen the status, function and role of non-governmental organizations in primary education: the construction of non-governmental organizations and governmental departments coordinated operational mechanism, the consummation of primary education main exchange and cooperation mechanism, the establishment of interaction and exchange mechanism between non-governmental organizations and the public as well as the form of non-governmental organizations' self-development mechanism, and thus promote the founder quality primary education.
