From the establishment of modern classroom teaching system, teachers as a specialized occupation has a history of over 300 years.Teachers as a specialized occupation, undertake the responsibilities of teaching and transmitting cultural heritage. Vocational education functions as an important part of the education. Its development level is closely related with teachers’ occupational quality. Therefore, vocational teachers’ qualification should follow a set of strict system. Only if there is a set of strict vocational teacher qualification system, can the vocational education teachers’ qualification be effectively regulated. By doing this, it can be effective to promote vocational education teachers’ specialization, and improve the overall quality of teachers in Vocational education.Germany has traditionally put great emphasis on education. It is one of the countries in the world which carry out vocational education in the earliest time. Its dual-system of vocational education has been the exemplary in the world, which is called the "secret weapon device". This system has created an economic miracle after the Second World War. At the same time, German is not only the first country that issued the provisions of teachers’ qualification in the world, but also the earlier one that established normal educational institution dedicated to training teachers. It can be said that German’s advanced teacher training system and strict teaching qualification system have provided important safeguard for the development of vocational education. The sound legal system, the standard of classified vocational teachers’ qualification, the reasonable job training and the higher treatment of vocational teachers are the main features of Teacher Qualification System in Vocational Education of German under the background of dual system. This has also provided references for many countries in the world.Since 2001, China has fully implemented the teacher qualification system, teachers’ basic quality has been assured, and teacher management is more normative. However, there also exist some problems. In the national excellent teacher’s symposium in2008, the general secretary Hu Jintao’s emphasized "being strict with the admittance system of teachers’qualification". Since teachers’qualification system is becoming teachers’admittance system from policy dimensions, how to improve and perfect the present situation in order to promote the development of education? This is one of the fields in which the author is extremely interested. Therefore, this article firstly discussed teacher qualification system in vocational education of German under the background of dual system, and then summarized its main characteristics. At last, based on the present situation of teacher qualification system in China and compared with the relative system in German, the author put up specific proposals for the reform of teacher qualification system in our country. The article consists of five parts content:Chapter one is the introduction to research background and literature review on teachers’qualification system in German vocational education at home and abroad, and teachers’qualification system in vocational education by Chinese researchers. Then, based on them, this dissertation has defined basic concepts and elaborated on research scheme and research methodology.Chapter two is the brief introduction to historical background of dual-system in Germany and the elaboration on dual-system of vocational education in Germany based on geography, population, politics, economics and some other practical conditions in Germany.Chapter three is the analysis on the currency of teachers’qualification system in German vocational education in three most primary aspects. They are qualification system, on-the-job training, and status and treatment.Chapter four is the exploration on the currency of teachers’qualification system in vocational education in chapter three. It concludes main features of teachers’ qualification system in German vocational education in dual-system background. These features mainly convey legal protection system of perfect, pertinent teachers’ qualification standard in vocational education, attentive’s function, relatively high status and treatment of teachers in vocational education, and the like. Moreover, this chapter has analyzed the advantages of teachers’qualification system in vocational education.Chapter five has reflected the defects of teachers’qualification system in China based on the advantages of teachers’qualification system in vocational education in dual-system background. Then, this dissertation has proposed some detailed advices on three aspects. They are status and treatment of teachers in vocational education, qualification standard of teachers in vocational education and on-the-job training of teachers in vocational education. At last, this dissertation has ensured the necessity and feasibility to make and implement teachers’qualification system in vocational education of vocational in China.
