Competence-Based Vocational Education and Training(short as CBVET)is now the guide of the development of technical and vocational education in the world. Technical and vocational education plays an important role in the development of society and economy. Nowadays, our country pays more attention to it than before, and invests much more capital in technical and vocational education and training. What's more, there're more and more people participating in and accepting it. It's meaningful to explore the issues of CBVET deeply and comprehensively, for this may give some guiding ideas to the perfection of China's technical and vocational education system and the promotion of the reform of teaching of technical and vocational education.The paper uses documentation method and comparative method to study deeply and comprehensively about the sources, curriculum, teaching of CBVET and its connection with vocational qualification certificate system so as to reveal the sequence of the formation and development of CBVET and its main characteristics and successful experiences. CBVET is such a kind of vocational education and training which aims at making labors meet the needs of the development of society and economy and possess practical occupational competence. The source of CBVET can be traced back to the training during the two world wars, with its basic mode formed in the teacher education in America in the 1960s. The views of curriculum of CBVET have its own features, the most expression of which is the definition of the curriculum objectives and the modularization of the curriculum structure. It is mainly influenced by the"scientific curriculum making"and the New Vocationalism. The views of teaching of CBVET originate from behaviorism, and become more and more mature with the development from behaviorism to constructivism in the field of educational psychology. Meanwhile, it has formed a mature mode in the aims, process and evaluation of teaching. Building the relation between CBVET and the vocational qualification certificate system is the successful experience of the reform of vocational education in developed countries; the paper explores the characteristics and the mechanisms of such a connection by analyzing and summarizing the experience of Britain and Australia. At last, integrating with our state-quo of technical and vocational education and training,the paper puts forward some proposals for the perfection of our vocational education system in the renewal of the views on education and teaching of vocational education, the perfection of the vocational qualification certificate system and the coordination of the administrative mechanism according to CBVET.
