The Situation Analysis And Countermeasure Study Of Overseas High-Level Talents,Entrepreneurship

Under the background of economic globalization and knowledge economy era, the high-level talents get high-profile for their high quality and strong ability, wide field of vision, etc,and becoming the pursuing target of governments all over the world. Transnational investment and entrepreneurship is being a new trend. Promoting overseas high-level talents' entrepreneurship assumes an extremely important role in accelerating modernization in China. Changsha, the capital of Hunan province, is one of the core cities in the central China's rising strategy. P romoting overseas high-level talents' entrepreneurship in Changsha, is propitious to upgrade the industrial structure of Changsha, promote industrial technology to achieve leap forward, and enhance the core competitiveness of the regional economy. Therefore, it is meaningful to study the problems and countermeasures for furthering overseas high-level talents' entrepreneurship in the background of building a new normal in economy and in the atmosphere of government at all levels actively creating the social atmosphere of entrepreneurship and innovation.Now, it is necessary to research this topic as there is no m onographic study at municipal level. On the basis of investigating and visiting more than 100 enterprises created by overseas high-level talents in Changsha and getting the first-hand information, the paper uses several research methods like literature research, case analysis and questionnaire investigation. According to the current situation in Changsha, it points the main problems which are i nverse cultural shock and market development limited, policy in place difficult and entrepreneurship environment being optimized, financing channels not enough and information communication block.Through getting experience and enlightenment from developed areas to put forward countermeasures as follows: formulating special strategic development plan from high starting point; Second, strengthening organization system construction; Third, integrating policy system construction. Fourth, improve service system construction. These countermeasures can further related policies for reference, can be a case study for the reference of the local government.
