In recent years, China's education sector is undergoing full implementation of quality education, while the key point of carry it out is teacher. Competent and qualified teachers are the precondition for school to fulfil the task. However, at present there are few empirical studies on the competence of the teachers, and still less on the teachers' operational definition of teachers' diagnostic competence. Therefore, we try to establish a competency model applying to a secondary school teachers in Guangzhou City, and on this basis the establishment of a corresponding evaluation system of teacher competence.In this study, the literature search and analysis, BEI and psychological methods were used on the basis of the study of relevant information to work out questionnaires and got the data. The statistical analysis of the data was done in the factor analysis and relevant analysis of SPSS14.0 Stat. software package. In this study, it combined the qualitative and quantitative study and carry out a very strict empirical research on the competence issue of secondary school teachers in Guangzhou City from the aspect of competence evaluation.Research shows that the competence character of outstanding teachers of secondary schools in Guangzhou City include four dimensions: Workplace literacy, concerning students, teaching and management skills, and interpersonal communication. This model has been validated with test method. It was proved well structured and effective dimension.This research regards applying as the final goal, including the construction and validation of competence character models of teachers of secondary schools in Guangzhou, authorize" the competence character test of teachers of secondary schools in Guangzhou ", the application of teacher competence character test.; Serial research of these three respects, we have breakthrough the limitation which relevant teachers studied in the past, and obtain the comparatively complete promethean conclusion of the competence strength of Guangzhou teacher. Construct model and establishment "the competence character test of secondary schools in Guangzhou", can help people anatomize the outstanding teacher who succeed in the inside of medium education system of competence character. It not only can offer theoretical foundation for the middle school teacher of cultivation, choose and appoint, but also has a very strong practice apply value.
