The Principal is the core educational human resource in the school. The management system including principal's selection, training, and assessment etc, is one of the security of improving the principals and the schools' development. The establishment and development of the Competency Theory provides a new perspective for our research. It supports credibly the talents' selection, training, and assessment; and contributes to the effective management of the organization. Therefore, Using the theory and method for reference to study the human resources in the educational organization, and establishing the competency model of principal, not only contribute to the principal's management system, but also speeds the principal's professionalization.The research summarizes the competency theory and its application. And then, I applied the research method, Behavioral Event Interview, in the research on principal in Shanghai. Based on the deep interview with six principals and the later analysis depending on the Spencer Competency Dictionary, the research establishes the normal competency model of principals. It includes 12 competencies. They are Interpersonal Understanding, Influence, Conceptual Thinking, Analytical Thinking, Achievement Orientation, Flexibility, Relation Building, Organizational Awareness, Developing others, Service Orientation, Team Leading, and Innovation. At the same time, the research also gets their correlation and the special behavior grade of every competency through analysis. Therefore, To some extent, The competency model can be used as the standards of the principals. And also, it provides the proof for principal's own development.Finally, The research gives some primary suggestions on the competency 's application into practice. That is, first, to establish the proper competency model of principal, and then select, train, and assess the principals based on the model. Only by this, we can make the principals' management system perfect.
