At present, in order to accelerate the development of rural education, and promote the balanced development of education in the region to achieve equitable education, are the important aspects of building a new socialist countryside as well as building a harmonious society. Judging from the whole nation range, the imbalance between urban and rural education mainly because of the difference in resources, in particular, the urbanization trend has led to differences in the level of urban and rural school teachers growing, rural teachers weak condition on the whole has seriously restricted the development of rural education .In the face of the new situation to build a new socialist countryside and the full implementation of the new requirements of quality education, how to improve the situation of the differences between urban and rural teachers, and promote the balanced development of urban and rural education to coordinate become a matter of top priority.In the case of Zibo, the difference between urban and rural education mainly among the urban and rural areas, especially the education in the mountainous areas of yiyuan and gaoqing along the Yellow River is still weak, which impact the balanced development of education of Zibo. In this reasearch, by using the methods such as : document analysis,questionnaire investigation, informal discussion and so on, I do some research about the different situation of teachers in the city of Zibo in urban and rural areas, the reasons for the improvement and also the differences in strategy. What have done above are wishing to cause attention and support of whole society and the government at all levels, committing to the rural construction and development and a reasonable allocation of resources for teachers to promote the balanced development of urban and rural education, finally to contribute to the creation of a harmonious society. The whole essay are divided into five parts: The first part is the introduction, including the problem, documents and research methods. It reveals the practical significance in the difference between urban and rural teacher and illustrates what the issue this article is to explore. This article also expounds the difference between urban and rural teachers at home and abroad.The second part is the different situation between the urban and rural teachers, from the structure, the professional quality to the teacher training.The third part is the reasons for the difference between urban and rural teachers. This part is a comprehensive analysis from both objective and subjective factors.The four part is the strategy on how to improve the difference between urban and rural teachers, the policies on security,and the new mode of teaching and research in urban and rural areas.The fifth part is the great progress Zibo City has made in improving the urban and rural teachers differences and problems we should still rethink.
