Educational supervision is a mechanism that integrates administrative management and administrative supervision, and a set of activities implementing supervision, inspection, guiding and appraisal towards educational practice. It is a commonly historical experience to establish and perfect the educational supervision system during the development of education in all countries of the world.Those educationally developed countries have already established systematic and sound organizing institution of educational supervision, which has been playing an important role for promoting the development of education in the countries, thereby carrying along authoritativeness. The educational supervision system in our country can be traced back to"the emperor inspecting the schools"and"the nobles inspecting the schools"in ancient times. In Ming and Qing Dynasties, a comparatively regular educational inspection system had been formulated. Till the 20th century, a moderately complete set of educational supervision system has been set up in a gradual manner in the process of learning educational theories and practical experience from western countries. Meanwhile, it has been gradually considered as a solid guarantee to develop education in a scientific, healthy and sustainable way to perfect the supervising mechanism and reinforce educational supervision.Guiyang City has made certain achievements regarding the work of educational supervision, which are generating energetically promotive effects for boosting the development of education, fully implementing the educational guidelines of the party, generalizing and consolidating the achievements of"two bases"plan, etc. in Guiyang. It is the educational supervision system that shall be highly appreciated for making the nine-year compulsory education universal in Guiyang, its developing trend has been satisfying in the recent years. In June 2005, the Provisions of Guiyang City on Educational Supervision was released, which has been significantly pushing forward the building of educational supervision laws, institution building and building of contingent, etc.However, the furthering of educational supervision in Guiyang City is restricted by various factors such as economic growth and administrative legislation for education, etc. It keeps large gap from the requirements proposed out in 17th National Congress of the party and indicated in the laws and regulations of education, as well as the requirement of educational supervision development in 21st century. The author, through serious and all-round analysis of the present status of educational supervision in Guiyang City, points out that on the one hand, it is necessary to implement strictly the Provisions of Guiyang City on Educational Supervision. One the other hand, the work of educational supervision in Guiyang is expected to be operated in a creative manner according to the practical condition. The author also releases some constructive opinions. The recognition of the public society towards education should be reinforced. The stride of building legal systems for educational supervision in Guiyang should be accelerated. The building of supervising institutions and contingent shall be reinforced as well. The obligations of supervising institutions in various levels shall be clarified, and the appraisal scheme shall be made fully use of. The coordination with related authorities shall be consolidated to make the system of educational system work fully. Feedback information shall be provided promptly, to enable the research and reference for decision making by the government, for the purpose of gradually achieving an educational supervision system that is scientific, healthy and sustainable in Guiyang City.
