Cooperative learning is an effective way of learning which is concerned about by international education reform and an important way of learning which is advocated by the new curriculum. It fully reflects students'dominant position in learning, however, the application of cooperative learning in class of primary and secondary schools is not satisfactory. This paper discusses the problems and their causes in cooperative learning to guide school teaching.After using literature research to sort the related theories of cooperative learning, this paper made a questionnaire and surveyed 157 secondary school math teachers to find out some problems in cooperative learning and know the reasons for the problems is that the teachers do not know much about the theoretical basis for cooperative learning and the requirements of application, so that they have many problems in operation and cooperative learning do not to play its due role, etc . On this basis, this paper uses case study method, experimental method to do empirical study on the effective implementation of cooperative learning. In order to improve the effectiveness of cooperative learning, this paper puts forward countermeasures in 5 areas.First, teachers should correct the position of their roles,to be the organizers, participants and guides in cooperative learning .Second, concern about the relationship between independent thinking and cooperative learning, and combine them to achieve the best synergy with the overall teaching.Third, teachers should grasp the opportunity to applicate cooperative learning and carry it out according to different teaching content to achieve maximum results with little effort.Fourth, all members in the group are indispensable. They have their own specific responsibilities and they have to rely on each other to embody the value of each person in the group activities.Fifth, prior to cooperative learning, strengthen students'co-operation skills to ensure effective participation of all members of the group to achieve meaningful and effective cooperation.
