With the transforms of society from planned economy system to market economy system, China's traditional higher education cultivating "outstanding person" also steps into the "popularity" stage. At the same time, the higher education developed by leaps and bounds. However, the teaching quality of higher education, which troubled us all the time, hasn't got distinct improvement throughout. The teaching quality reflects our teaching activity result and the teaching effect, it is the concept connected to the teaching need and the expectation. The teaching quality in college is the reflection of College personnel training and characteristic which satisfies explicit and the concealment needs. Therefore, the teaching quality is the core issue of higher education development. So far, with the developments of the interdisciplinary studies, much other discipline's specialized knowledge is utilized in the higher education domain. Specially, bringing the benefit correlation theories from business management into higher education management exploit new attempt in education administration.From the stakeholders' angle of view, this thesis follows the scholar's research results both at home and abroad. It analyzes the usage possibility of stockholder's theory in the higher education management from three angles: university's resources, university's development and university's responsibility. On the basis above, it tries to discover internal and external stakeholders related to university's teaching quality. The exterior stakeholders refer to government, society and internal refers to teacher, student and superintendent and so on. And standing by different stakeholders' sides, it analyzes present question in the management of university's teaching quality. After studying these questions, the thesis elaborates stakeholders' development and changes, discusses various stakeholders' needs in the higher education, and analyzes the contradictory conflict among stakeholders and the harms carried from that. On the above analysis's foundation, it tries to pose the way of University quality of teaching control system optimization, consummates the internal and external quality of teaching appraisal system participated by stakeholders, improves the teaching process monitoring system, establishes the policy-making system. Through optimization these system's, we expect that more attention will be paid to the stakeholders in the development of higher education, various contradiction between benefits community will be alleviated and the strategy, which can improve the university's teaching quality, can be found .
