Research On The Validity Of University Management

From the perspective of the nature of university organization, this paperstudies the validity of university management with the organization theory, systematic theory and university education management theory.This paper shows that the nature of the university organization is different from common organizations, including the nature ,the target , the characteristics, the structure and the function of university organization and management. Based on this, this paper gives the definition of the validity of university management, which is that the university enhance education quality, improve education ability and raise education benefits from subjective factors, but without considering objective factors such as land, capital, teachers and technology.Then the paper discusses that the validity of university management needs estimation, i.e. how to estimate it, proposing that the validity of university management should be estimated from target index and managing ability. Target index includes teachers'and students'satisfaction, students improvement, teachers'major development and the ability of searching for resources and managing ability will be estimated from the abilities of programming, structuring and implementing.The paper analyses the existing problem of the validity of university management, such as the ability of learning science and administration orientation, policy-decision making is not high, culture environment for intellectual staff management has not been established and so on. It also analyses the influencing factors, including the old management concepts, the conflicts between the targets'benefits, limits of managing authority and duty is not clear and so on.Based on the former two researches, the paper proposes the measures to enhance the validity of university management, which is to reduce the limits of land, teachers, technology and such hard limitations, excavate the potent and effectiveness, realizing the optimizing of the education resources, raising the benefits, improving the ability and innovate unceasingly.Finally, the paper proves that the key to enhance the validity of university management is system innovation, including that administration should take education at advance, improve the decision-making ability, innovate the management mode, i.e. education and researching-orientated university, realizing the essential transformation from system+controlling to learning+encouragement .
