The hope of a country lies in education, while education lies in teachers. State of teachers is a decisive factor in evaluating a university. If a university intends to develop itself in the fierce society competition and fulfils its commitment, it must be equipped with a contingent of high-caliber teachers. It is vital to establish a consummated and scientific performance evaluation system to achieve this goal. However, teacher evaluation is difficult to be implemented in universities due to some reasons, so it becomes a big problem for universities management. Now there are a lot of problems of university teachers' performance management, for example, performance evaluation system is not scientific enough, evaluation ideas are out of date, evaluators are not professional, communication of evaluation result is not practical enough, and so on. For those new undergraduate universities, it is important to improve their original teacher evaluation system to meet the requirements of teachers' quality and expansion of school scale according to new education environment and the features of new undergraduate universities. The author works in a new undergraduate university and comes up with some ideas about how to motivate teachers by effective evaluation system. Although there are many scholars who have made a lot of research about university teachers' performance evaluation in recent years, existed theory and practice still could not solve teachers' management problems. This essay discusses about university teachers' evaluation theory,method and system, analyses present popular problems in university evaluation process, combines with practical situation in author's school and proposes related strategies to inspire university teachers' evaluation work.
