The introduction of foreign higher educational resources of superior quality and the promotion of the development of higher education in China, is the central task of Sino-foreign cooperation in running school. At present, there are still many problems about the understanding and practice of Sino-foreign cooperation in running school in the field of higher education existed, the systematical researches on these problems are very few. In the process of the introduction of educational resources of superior quality, the introduction of the resources is only the foundation, the purpose of the introduction is the utilization of the resources, the goal is the innovation of the resources and higher education system of China, and the guarantee of the process depends on relative polices, regulations and management system. Therefore, the thesis takes the introduction of educational resources of superior quality through Sino-foreign cooperation in running schools in the field of higher education as an systematical process to research. Through analyzing the history and current situation, the policies and regulations, the modes of cooperatively running schools, and the management system of Sino-foreign cooperation in running schools in the field of higher education, the thesis tries to find the main problems in the process of the introduction and utilization of foreign educational resources and proposes countermeasures and suggestions.The thesis consists of six chapters. The first chapter is the introduction to the whole thesis. It introduces the background and significance, the literature review, the main contents, the research approaches and routes, the main innovation and inadequacy of the thesis. The second chapter analyzes the context, the history, current situation and existed problems of the introduction of foreign educational resources of superior quality. The third chapter analyzes the international policy context and the domestic policy framework of Sino-foreign cooperation in running schools in the field of higher education firstly, and then it analyzes the management system of Sino-foreign cooperation in running schools in the field of higher education from three main aspects, which are the recognization and accreditation, the management of the process of education and instruction, the management and accreditation of degrees and certificates. The fourth chapter is the analysis of the features and problems of the modes of Sino-foreign cooperation in running schools in the field of higher education from the aspects of the participants, the organization modes and the modes of the provision of curricular and the accreditation of degree; this chapter also selects three Sino-foreign cooperative running schools cases of different modes and analyzes their status quo, features and problems, to reflect the practical situation of Sino-foreign cooperation in running schools in the field of higher education. The fifth chapter analyzes the features and experiences of Australia, Britain and the United States, three typical countries that export transnational higher education programs, and Malaysia, Singapore and Hong Kong, three typical countries(regions) that import transnational higher education programs. And then sums up their revelations to the introduction of educational resources of superior quality. On the basis of above studies, the sixth chapter summarizes the countermeasures and suggestions on the aspects of the improvement of policies and regulations, the strengthen of supervision and management system, and the implementation of the strategic of the export of Sino-foreign cooperatively running school activities, with the hope to promoting the establishment of the mechanism of introducing reasonably and utilizing effectively foreign educational resources through Sino-foreign cooperation in running schools in the field of higher education.
