In March 2014,the Ministry of Education issued the opinions of the Ministry of education on comprehensively deepening the curriculum reform and implementing the basic task of Building Morality and cultivating talents,which proposed to accelerate the construction of "core literacy system".The core quality must be implemented in the curriculum in order to land,root,blossom and bear fruit.As an important part of curriculum reform,school-based curriculum has made great achievements in the process of cultivating students' core literacy because of its autonomy,richness and difference.The level of school-based curriculum management directly determines the success or failure of school-based curriculum development and implementation.This research takes the junior high school in the main city of T City as the research object.Through literature research,questionnaire survey,interview,field research and case study,it investigates the current situation of school-based curriculum management of junior high school in the main city of T City,analyzes the existing problems in the cultivation of core literacy,and on this basis,studies the strategies to improve the school-based curriculum management of junior high school.The results show that most of the junior high schools in the main urban area of T city lack the expression of caring for school-based curriculum from the perspective of core literacy,the objectives of school-based curriculum are not clear,the development process is not standardized,and the management system is not perfect;at the same time,the implementation process of school-based curriculum is lack of supervision,the use of curriculum resources is not sufficient,the teaching method is relatively simple,and the cultivation of students' core literacy is not really connected Most importantly,the school-based curriculum evaluation in the main urban area of T city is in a low equilibrium state,which is not conducive to the development of curriculum itself and the formation of students' core literacy,and needs to be changed.In view of the above problems,the author further analyzes the characteristics of school-based curriculum management under the concept of core literacy,and clarifies that we should realize the transformation of core literacy in curriculum objectives,embody literacy standard in curriculum content,reform teaching methodology in curriculum implementation,and seek for literacy export in curriculum evaluation.Finally,we should improve the top-level design ability of school-based curriculum based on the cultivation of core literacy,build a school-based curriculum system that connects with the core literacy,monitor the implementation process of school-based curriculum based on the cultivation of students' core literacy,establish a school-based curriculum evaluation mechanism based on the cultivation of students' core literacy,promote the regional co construction and sharing of school-based curriculum development under the core literacy,and help multiple parties to reflect the core This paper puts forward countermeasures and suggestions from six aspects,such as the social responsibility of quality cultivation.
