At present, our country overall enters the stage of the city to support the countryside, the industry to return nurturing to parents the agriculture .But comparing with the eastern area's fast development, the western area's explorement and the northeast old industrial basement's promotion, center part's development speed falls behind the above three areas by far and the question of"The center part tumbling"gets more and more serious. Therefore, the State Council and Related Departments have released a series of policies, to develop the economy of center part in China positively, to reduce disparity to eastern area diligently, to realizes coordinated development of regional economies in our countryCenter part in China is important agricultural production base, the food supply base in our country, with 10.7% land areas, to provide 39.1% wheat and 39.37% rough rice for the nation. The countryside of center part in China is the most serious area of Agriculture, Countryside and Farmers problems. Many of the surplus rural labor and the slow speed of transfer, lower cultivated area of per person than the average of nation's, low technology and cultural quality have restricted the income increases of farms in center part in China . Therefore, if want to solve the Agriculture, Countryside and Farmers problems, promote the economy of the center part in China, we must realize the agricultural modernization and industrialization, the countryside's urbanization, the farmer's knowledgement and the transfer of surplus rural labor force acceleratement .however, only rural vocational education can provide service for five aspects and promote the development of five aspects. Rural vocational education plays the great importance in improving the farmer's technical and cultural quality; raising new farmers. But, the center part's rural vocational education is in lower level. Developing rural vocational education should become the focus of the work for all government. Premier Wen Jia bao pointed out in the speech at the national working conference of vocational education:"In general, the development of vocational education remains the weak link. It does not meet the need of socio-economic development.……To develop the vocational education in a more cost-effective manner is the task of top priority, as well as being long-term poling."The development of rural vocational education in center part in china, on the one hand, can promote the economy of the center part in China and solve the agriculture, countryside, farmer, on the other hand, can alleviate the"shortage of skilled workers"in our country in recent years."Shortage of skilled workers"has a serious impact on most areas, including southeast coast. If a large number of the surplus rural labor which is low quality in center part in China can receive vocational and technical training and be transfer smoothly, the issue of"shortage of skilled workers"can be alleviated significantly.Rural vocational education in center part in China belongs to public product, in which governments play the leading role in the process of produce and supply according to public economics and public management theory. However, because of the governments including central governments and local governments'effect, rural vocational education in center part in China develops insufficiently. First of all, ideological factor, governments have not fully aware of the importance of the rural vocational education, resulting in the phenomenon that value general education and contempt vocational education. In countryside, because the idea that"after acquiring achievements from study then to be an officer"is dominated the students and parents, their enthusiasm of receiving rural vocational education is not high, besides, governments are lack of necessary propaganda and policy preference, which are the deepest reason that rural vocational education is not high. Next, laws and regulations are imperfect. There is only one law about vocational education in our country and there is not one law about rural vocational education so far. Third, funding invested insufficiency is the main reason which makes the rural vocational education in center part in China lie the low lever. Farmers in center part in China have low income level, so there is no spare funds using in vocational education; the county finance of the center part in China are all of"eating-finance", some of them are"deficit finance", so they have no financial resource to support rural vocational education in the center part in China; central government's financial policy favors in eastern areas, particularly after the implementation of the tax system in 1994. In summary, the rural vocational education in center part in China is lack of necessary financial support. Finally, the management of vocational education has institutional barriers,causing some problems such as : multi-management; function overlapping; policy comes out of many doors; overall plan asthenia; the resources from the overall superiority with difficulty.Finally, in view of the problems which exists rural vocational education in center part in China, learning some successful procedures from some developed countries such as France, Singapore and eastern areas, I put forward some suggestions to develop rural vocational education in center part in China. First, enhancing awareness and strengthening the propaganda; Second, promoting legalization construction about vocational education especially rural vocational education; Third, increasing the investment on rural vocational education in center part in China; Fourth, straightening out the management system of vocational education; fifth, strengthening the admittance and qualification certificate system.The author hopes that the search of the rural vocational education in center part in China can provide some useful value for resolving the extant rural vocational education problems.
