Study On High-tech Industry Of GanSu College

Since the reform and the open policy, rapid development in China's college high-tech industry is not merely an institutional innovation to the transformation of scientific and technological achievements, but also a great venture in the history of world's higher education and high-tech industrialization. Along with the development and expansion of college high-tech industry, however, many problems are exposed unceasingly, including its vague location and property relations, irregular management, minor scale and deficient fund, short of risk awareness and investment & withdrawal mechanism, etc., in which the mechanism and the management system are the core and essential problems. Based on the mechanism innovation and management regulation, some measures should be taken to speed up the transformation of college high-tech industry achievements and serve Gansu economy development, according to the present situation in Gansu. The paper argues that Gansu college high-tech industry should be developed on the modern enterprise management basis so that it can be developed more smoothly.Taken the view of longitudinal and crosswise comparison with the massive investigations, the paper analyzes the history, the present and the causes of college high-tech industry development, and the existing problems in the developing process of it in Gansu as well. Some proposals are made as follows:1. In addition to the establishment of college's core status in Gansu economic development and scientific innovation, the government should offer more investments and preferential policies to the college high-tech industry under its macroscopic instruction.2. Proper management pattern and operational mechanism should be set up in college to promote the development of college high-tech industry in Gansu.3. A kind of efficient model in enterprise management and technological innovation should be established in college high-tech industry, so as to enhance enterprise's competitiveness and improve the decision-making level of manager.Focused on the analysis of the problems and restrictions, the paper discusses the significance and advantages to establish a reasonable system and mechanism in the Gansu college high-tech industry development.
