In the process of our country's higher education transition from "elite education" to "popular education", university culture is facing many opportunities and challenges, and is appearing new development tendency. How to well grasp the development pulse of university culture, and how to maintain and strengthen the energy of university culture in order to complete its historic mission in a more effective way under the new circumstances, which has provided with university culture a demanding task.As a young teacher who has worked in Dalian University for 6 years, the author of this paper intends to use Dalian University's cultural construction as a research object, by undertaking a wide range of literature review to investigate Dalian University from the perspective of its organizational culture and to analyze major problems in the process of Dalian University's cultural construction as well as to explore an alternative way to build up Dalian University by using a great variety of research methodologies. The research objective of this paper is to explore an operational model of Dalian University's organizational culture, to enrich Dalian University's organizational cultural theory, to provide a new perspective for Dalian University's build-up as well as to offer recommendations for Dalian University's cultural construction.This paper begins with a structuring of university culture, outlines an analysis of university cultural model with 5 sub-chapters. Based on the aforementioned analysis, this paper follows a further discussion on the systemization of Dalian University's cultural construction, ie. Problems and recommendations existing in Dalian University's cultural construction, modality analysis and program design, implementation tactics.
