Since the advent of reform and open policy 30 years ago, China has made great achievements in socio-economic development as well as the construction of material, spiritual, political and social civilization. In this new century, China begins to face the great challenge imposed by various conflicts although it embraces a "golden opportunity for development". In order to attain the grand goal of the overall construction of a well-off and harmonious socialist society set by 17th National Congress of Communist Party of China, priority must be given to development with emphasis on stability. The attempt of international hostility in westernizing and separating our country has brought about unprecedented impingements and encroaching upon our ideology; The inequality in regional development, rural-urban development and income disparity among citizens has been made more severe; Readjustments in economic structure and upgrading in industries have led to great tension in employment; Economic shunt and social transformation have caused great changes in former interest pattern. All these have their constant impact on social stability.As the youngest metropolitan directly under the jurisdiction of China's central government, Chongqing bears the character of "a great city with a vast rural region." And it will definitely face more and diversified conflicts in its struggle towards the general goal of "314" proposed by Hu Jintao and the strategic development of "one ring with two wings", which calls for stability. Stability is especially needed for the success of the pilot urban-rural integrated supporting reform and the construction of harmonious socialist society.Higher education institutions (HEIs) have generally been referred to as barometer of the society. The stability of HEIs is the focal point of social stability, either from the horizontal global perspective or from the vertical historical perspective. At the present, there are 57 HEIs of various levels, with a total enrolment of 500,000 students. Students from HEIs form the important part ensuring social stability. With the constant expansion in enrolment and ever-deeper teaching reform, such problems as management, students' registration, mentality and accommodation are likely to cause specific emergencies among students if not under timely and appropriate management.So far, HEIs in Chongqing have attached great importance to stability, especially the stability of students. However, there is neither a systematic, smooth mechanism in the manipulation of emergencies among students nor a systematic research on the student body.Accordingly, this dissertation attempts to analyze from three aspects the mechanism in the management of specific emergencies among students of Chongqing HEIs.Part I gives a brief survey to the present situation of possible emergencies concerning students of Chongqing HEIs and relative management. With the ever-tensed social transformation and ever-deeper reform, there burst various problems of social, economical, political and cultural nature which need to be solved, and the environment inside and outside the HEIs have undergone great changes. Meanwhile, western hostilities are keeping on westernizing and separating our country, which brought about unprecedented infringements and encroaching upon our ideology. Consequently, various kinds of emergencies happen occasionally in Chongqing HEIs with a trend of increasing occurrence. The higher level of public attention to such events, the fast speed in spreading and the great possibility of spreading to the whole society make it not only affect teaching and research in HEIs but have its influence on social stability. As a result, Chongqing HEIs have always attached great importance to security and stability and taken a number of measures to deal with students-related emergencies in accordance with regulations and requirements set by the central and municipal party committees. These include: setting up teams to maintain stability, making contingency plans, strengthening the work of publicity and education, and emphasizing investigation and research. These have helped to achieve substantial results, maintaining the overall stability of HEIs and pushing forward the healthier and faster development of higher education.Part II analyzes the problems in management of specific emergencies concerning students of Chongqing HEIs as well as the features and causes of such events. A number of problems can be observed in the management of these events: the lagging manipulating concept, insufficient manipulating participants, incomplete manipulating structure and weak coordinating capacity, incomplete supporting mechanism, low-level equipments, insufficient theoretical research, and low level of practicability and pertinence. All these drawbacks are due to the "trial and error" stage of the emergency management and the lack of in-depth understanding of the category, features and causes of such emergencies. Therefore, a categorization is made here based on the nature of these events, with an analysis of their features and respective causes, aiming at an in-depth understanding of such events.Parts III analyzes the setting-up and perfection of the manipulating mechanism in dealing with emergencies concerning students in Chongqing HEIs. This dissertation believes that the solution to the present difficulties and the maintaining of HEI stability for the healthy academic development of students rests upon "three stages" and "four mechanisms". That is, in the strategic management of specific emergencies, emphasis should be given to the three stages of BEFORE, DURING and AFTER the emergency. Counter measures are proposed in regard to the management mechanism, concerning the necessity, contents, methods and key techniques adopted in the designing of four mechanisms: precaution, publicity, emergent response and reception.
