This research is based on realizing the relationship of teacher and school-based curriculum development, through the questionnaire and face to face communication with secondary vocational school teacher and student, try to get the current status of the capability of secondary vocational school-based curriculum development. From the research, the reasons why secondary vocational teacher are weak at school-based curriculum development are declared, and also explore how to enhance their capability of related capability and set up an effective support system. The research can be a reference and notification for secondary vocational teacher development. The full text is divided into five parts totally.First part: Introduction. Core concept definition, research purpose and method specify and current research status comment.Second part: School-based curriculum developing capability cultivation base. Teacher is the core of school-based curriculum development, but may also be the barrier to implement the school-based curriculum development. The program of School-based curriculum development can also be a good platform for teacher professional development.Third part: Current status of secondary vocational teacher' capability of school-based curriculum development. Based on the survey, analyses the secondary vocational teacher' capability of school-based curriculum development of Zhejiang Province and one vocational school.Fourth part: The reason why secondary vocational teacher are weak at school-based curriculum development, declaring the capability structure of secondary vocational teacher curriculum development, and the approach of cultivating the teacher' willingness and capability.Fifth part: The support system to cultivate the teacher's school-based curriculum development. Discuss the how to inspire the teacher to involve the school-based curriculum development, and support practice to enhance the school-based curriculum development capability.
