The knowledge economy era is coming, and China has entered WTO for some years. Chinese universities encountered a severe reality crisis which they have ever encountered—how to survive and develop in the era with fierce competitions. There is an important content about Chinese undergraduate education level to evaluate the features of university-running. Features of university-running can reflect the competitive strength of university centralized. It also concerns about the survival and development of university. Furthermore, it is also a global trend that the undergraduate universities attach importance to develop their characteristics. The features of university-running is about which kinds of university should be develop and how to develop, including many issues such as personnel training, scientific research, social services, professional disciplines, the concept of school and so on. Research on the features of university-running does not only help Chinese undergraduate universities promote their innovation and development, but also has good effect on Chinese undergraduate universities to seek personalized development, create university advantages significantly, and improve their level.Based on some basic related theories, this paper analyses the related personality theory, the core competitiveness theory, and the classification theory of the features of university-running and the patterns of university-running. After introduced the basic content of Chinese undergraduate education level evaluation, this paper presents the analysis about basic theories of the features of university-running, which including meaning, characteristics, and classification. Furthermore, this paper also illustrates the relationship among those basic theories. In the core of the paper, combined with the division standard about types of Chinese undergraduate university-running, which written by Wu ShuLian. This Standard was used to assess the preformance of the university-running from the year 2003 to 2007. After the assessment, we can conclude the main conclusion of the university-running feature and the basic regulation pattern. Then, the conclusion can be implemented to develop the branch of learning and the acadamic of science. Therefore, the university that concentrates on research and development can create the distinguish features and the university' s advantages over the others. The important features about university-running of the university that focus on the acadamic are that it has to cope with the local needs of knowledge field and improve personal ability in major study for undergraduate students. The quality of the personalized development in Chinese undergraduate universities is good and even better. Chinese undergraduate universities are focusing on tempting to follow and adapt the modern concept of univesity-running. Moreover, integrating the industrial, acadamic, and research perspective to support each others. The basic principle is composed of the mix of some basic rules with all regulation, adaptation of treditional regulations and current regulation, and the regulation that caused from internal force and external force.The characteristic of development is the main way to development Chinese undergraduate universities. It should follow the basic rule of Higher Education Development. The research of this paper would supply reference meaning to those undergraduate universities want to seek characteristic development and condense the core competence.
