It is required to strengthen the combination of production, study and research for Higher Vocational Education to achieve rapid development. It should also place great importance on the school-enterprise cooperation and improvement of students' practical ability. The out-of-school apprentice plan can be an important means to improve students' innovation and practical ability. Along with the difficulty of employment, vocational colleges have been confused by difficult internship. With the expansion of colleges and universities, the number of students who need to participate in internship is increasing annually. Due to the readjustment of economic structure of the country, the numbers of those companies that can allow students' training in reducing dramatically. In addition, because of the difference between out-of-school internship and professional courses, the content and process of out-of-school internship have magnified the characteristics such as complexity, wide range and long duration ,and so on. It also puts more difficulties onto the management and monitoring of out-of-school internship.In 2005, the document of the decision on vigorously developing vocational education, made by the State Council, pointed that the training model of school-enterprise cooperation and training combined with working should be vigorously implemented, that the time of students' practice in Higher vocational education should not be less than six months, and that the system of enterprises receiving vocational college students should be set up. In the file With Regard to Opinions About Improving the Quality of Teaching in Higher Vocational Education (The Education Ministry High Education Department [2006] 16), it is reiterated to explore the teaching modes of turn of training combined with working, task-driven, project-oriented and post- replaced internship, which will help students enhance the ability, Meanwhile, to guide enterprises to establish training system for receiving Higher vocational students so as to strengthen theirfield practice and social practice. But how to strengthen education and management of out-of-school students and make them master skills in practice is an entry point for this research paper.In this paper, based on in-depth investigation on out-of-school internship of students, the author analyzed the main factors which impact the quality of students internship. Learning the experience of teaching reform of training mode from Guangdong Baiyun University over the past three years, building quality assurance system of out-of -school internship from the four aspects such as organization security, system security, process monitoring, evaluation security, the author proposed that out-of-school internship is a part of the whole Practice teaching System, an extension and addition to school training. It is also as an important aspect of training mode, which closly contacts with students' competitiveness of employment and ability of entrepreneurship.
