The medium vocational education plays a vital role in the social transitional period from the agricultural society to the industrial society .The thesis refers to the experience that South Korea gave the priority to the medium vocational education to establish the advanced medium vocational educational system in the social transitional period. The medium vocational education system is a rule that requests all people abiding to the regulations which adjusts the relationship among the medium vocational education organization,the medium vocational education management organization,the other related institutes and the intermediary organizations. The content frame of the medium vocational education including the following five aspects :the medium vocational education structure,laws and regulations system,school investors,the management authority and policy. Analyzing the contents of the medium vocational education system of South Korea in the society transitional period according to the analysis frame .Some conclusions are drawn as follows: Firstly , the system reduces the transaction costs which spending in the activities of the medium vocational education ,promotes the processing of the regularities in the medium vocational education activities , and respects the psychology environment in which the medium vocational education grows .Secondly , such are some positive factors which forming the medium vocational education system of South Korea: "compulsory system" pattern, "law-making" principle, the interior economic motive forces and the traits of the traditional culture .Profiting from the experiences of the vocational education system construction in South Korean , Some proposals are made from the system content characteristic and the influencing factors : Firstly, formulating the preferential policy to promote the medium vocational education; Secondly, strengthening the legislative work to guard the medium vocational education; Thirdly, diversifying the school investors; Fourthly, rational allotting the management authority of the medium vocational education; Lastly adjusting the structure system of the medium vocational education .
