With the arrival of the era of the knowledge-based economy, people more and more become the critical factors for organizations to realize their strategic goals. As higher vocational college is an important component of modern national educational system, we need to accelerate the development of higher vocational education, the training of high-quality, high-skilled workers. Because higher vocational college teachers determine the quality of education, higher vocational college teacher performance appraisal becomes extremely important. With the reforming of school personnel system, higher vocational college teacher performance appraisal system has not fully adapted to modern science and technology and education. Establishing and improving higher vocational college teacher performance appraisal system is the most urgent task for the development and management of vocational schools human resource. Therefore, for our national high education, how to design the performance appraisal system which can be scientific, effective, according with our national state and meeting the needs for organizations, to establish a performance appraisal system is a new direction for the initiatives of managing performance and an important part of all management system. It is an entirely new and critical task for all the vocational education to design and establish a performance appraisal system which is applicable to china practical situation and meets the needs for the vocational education to grow in today economic globalization. Especially to some vocational education, it is a juncture for vocational education growth to establish a scientific performance management system based on the vocational education practical situation to improve its competition ability. This paper starts from the basic theory and method of performance appraisal, and in combination with the specific performance appraisal of Xijing College, makes an all-round study of the performance appraisal system design.The first part in this paper describes the concept, content and three kinds of designing of performance appraisal. And the second part describes current status, problems and the solutions of performance appraisal system of Xijing College. And then, based on the former study, the third part redesigns the teachers' performance appraisal system of Xijing College, and gives an anticipant evaluation to the new systems. The last part gives conclusions and innovations of this paper.
