Along with further reform of higher education in China,higher education evaluation system has been drawing more attention since 1980s.College evaluation,as a new mode and an important approach for the higher education administration,as well as an essential way for the public to understand the development,quality and academic level of higher education in China,plays a more and more significant role in the establishment of market-oriented modem higher education administration system.While college evaluation practice in China is maturing,the theory is being enriched and developed.Many experts and scholars are exploring the setup of a college evaluation system with Chinese characteristics.However,the higher education evaluation in China has many conflicts and contradictions to the current market economy and the mode of popularized higher education for it was born in the period of planned economy and elite education.As higher education market is being perfected and autonomy promoted,we need to look at the college evaluation in a more rational and profound way and complete the modern college evaluation system,so as to enhance quality of operation mechanism of the higher education evaluation.Based on the attentions to the college education evaluation system,this article,from the philosophical perspective of values and values relationship,focuses on its nature,connotation, and values orientation,moreover,reviews its theory mode and its influence on the evaluation practice.At the same time,from the comparative angle of foreign college evaluation system and its standards,this article discusses meanings and values of different evaluation modes in different countries and sums up some valuable experience.From the critical angle,this article comments on the questions existing in the evaluation system through analysis of advantages and disadvantages of present types of evaluation means.Meanwhile,given diversified demands and talents cultivation caused by the popularized higher education,we try to construct the college evaluation mode with Chinese government,colleges,communities and medium agencies interacting together and propose some suggestions to its operation mechanism.We sincerely hope that this article can benefit the college evaluation development in China.
